Goa has more unorganised traders

 

Goa has more people involved in unorganized trade and commerce than the organized sector.

Against 77,000 establishments found to have been involved in trade and commerce in 2007, hardly 22,000 establishments have been registered under VAT.

The economic survey taken up jointly by the central and the state government would however throw more light on it, with latest figures.

The sixth economic survey, to be conducted by around 800 Anganwadi workers, would begin this month, till October.

The survey is being conducted jointly by the Central Statistics Office (CSO) and the state-level Department of Planning, Statistics and Evaluation (DPSE).

It would also find out how many Goans and migrants are involved in economic activities in Goa.

“The survey would mainly focus upon finding out the number of organized and unorganized sectors involved in economic activities”, said Vijay Saxena, joint director of DPSE.

However, he said the people involved in unorganized sector cannot be considered to be illegal as they may be involved in providing products and services in door-to-door activities like supplying papad and pickle or hawkers selling fruits and vegetables and even beauty parlors run from residences.

 

After evaluating 2007 census, the authorities have included for the first time handicrafts, self-help groups as well as the category of transgender while religion-wise survey would also be conducted, said Sunil Jain, deputy director of Economic Census.

However, people involved in agricultural plantation or cultivation, employers of domestic personnel as well as illegal activities like gambling and betting would not be covered under the survey.

“The survey would basically help us in formulating policies”, said Anand Sherkhane, Budget.

In addition to the regular survey conducted as per the central government guidelines, it would also profile the Business Register of Goa.  

It would include people involved in all kind of economic activities, registered and unregistered units, Goan or outsider entrepreneur, year of origin of operation as well as the running and closed units, said Saxena.

When pointed out that several units have been rented out to the outsiders by Goan owners, he said they would deliberate and try and include this aspect so that the survey could identify this vital data.
