2 PIs at each police station; Police Act in next session

All police stations would now have two police inspectors, one to investigate and another one for policing.
Goa government would also present the new Goa Police Bill by next session.
Chief minister Manohar Parrikar today made these announcements in the Assembly in order to strengthen the police department by filling all the vacancies and streamlining it.
He wants to bifurcate the work of a police station between two police inspectors so that investigations are not hampered by regular policing work.
“The investigation always gets affected if the same PI has to rush to some spot due to some law and order problem”, he said.
He plans to begin this process immediately with Panaji town police stations, to be then extended to main cities and then all the police stations within six months.
Parrikar also observed that this arrangement would also ascertain that at least one police inspector is on duty at any given time.
According to Parrikar, almost 25 per cent of posts are vacant in the department.
Out of 6470 sanctioned posts, Parrikar said 1651 posts are still vacant.
This includes 30 per cent Superintendents of Police, 60 per cent Police Sub Inspectors and 28 per cent constables.
The major backlog of police constables would be filled as 650 PCs are getting recruited out of 982 vacancies immediately.
The rest 650 would be recruited in the second phase, without wasting much time, he said.
Parrikar also informed the House that the department is short of 184 PSIs out of total requirement of 288.
Similarly, he said the department needs 666 head constables.
Regarding the new police act, Parrikar said he would prefer going to the people with a draft before presenting it in the Assembly.
