Helmets made MUST for Youth Cong bike rally

Goa Youth Congress has made wearing of helmets compulsory for the motorbike rally it is planning for two days in 16 Assembly constituencies of North Goa this week.
“Wearing of helmets and having a license is a must who rides the bike in our rally”, said Utkarsha Rupawate, nationally deputed in-charge for Goa rally.
The Indian Youth Congress has planned rallies in 43 districts of the country, in its first phase, to make people aware of the Direct Business Transfer (DBT) system started by UPA government from 1 April.
“North Goa is one district chosen for the rally”, said Rupawate.
The rally will be held on 13 and 14 April in 16 Assembly segments of North Goa.
Due to section 144 imposed in and around Panaji, the GPYC would avoid four Assembly segments – Porvorim, Panaji, Taleigao and St Cruz.
The issue of wearing helmets has become crucial as nine MLAs including a minister belonging to the ruling coalition had ridden five bikes on the national highway without wearing helmets last week.
As hundreds of youth are expected to participate in the bike rally, Youth Congress has already taken a precaution in this regard.
The central government has started Adhar card-based DBT system for payment of 10 national-level schemes.
It includes post-merit scholarships for SC, ST, OBC, minorities and those engaged in unclean occupations as well as merit scholarships, girl child incentive for schools education, Indira Matritva Sahayog Yojana and Janani Suraksha Yojana.
The system has reduced delay in payment as well as leakages, said Pratima Coutinho, the Goa Youth Congress chief.
Youth Congress members in each constituency would participate in the bike rallies on both the days.
