Goa Guv again leaves her speech half-read in the Assembly

 

Governor Mridula Sinha once again left most of her address unread on the first day of the Assembly of New Year today.

In March last year, she had to stop reading the speech while hardly two pages were remaining, as she felt unwell.

This was the second time she was addressing Goa Assembly.

Today, she read hardly one third of the speech and wound up within half an hour.

“Kindly consider from Para 25 to 91 as read,” she said and read out the last paragraph to conclude her address.

“I hope the Honourable members will take active part and have valuable and fruitful deliberations during this Assembly session, thus fulfilling the aspirations of the people of Goa”, she said.

Official sources at Raj Bhavan told goanews.com that there was no specific reason not to read out the full speech.

“There is practice not to read the full speech and it all depends upon Honourable Governor”, said the Raj Bhavan official.

Ramakant Khalap, former union law minister, however said she should have completer her speech unless she was not well or the members did not allow her to speak.

“I don’t know what was the reason”, said Khalap, a legal luminary who has also served Goa Assembly for several years as the opposition leader as well as the deputy chief minister.

 

There are precedents in the past where the governor has said: rest of the speech be considered as read, but in specific condition, he said.

Out of the 46 pages, Governor today read out only 13 pages and wound up her speech by 12 noon, while she began at around 11.35 am after entering the House.

Governor’s Address is considered to be the most important document in the Assembly proceedings.

On the first day of the session of every year, the Governor reads out the policy document on behalf of the ruling government.

The Address is later discussed thoroughly in the House and the Government replies all the issues raised by the members of the House during the debate.
