ACB books PWD Eng for misusing Churchill's sign
GOANEWS DESK, PANAJI | 10 June 2013 21:01 ISTA PWD executive engineer has been booked by the Anti Corruption Bureau for sanctioning over 800 water supply projects by fraudulently inserting approval notings above then PWD minister Churchill Alemao’s signature.
After suspending PWD CE K H Kamaladdini, the ACB conducted a preliminary inquiry and filed a complaint against him, along with other PWD officials and contractors.
The inquiry has established that Kamaladdini was inserting notings above Alemao’s signature as ‘approved’ in his own handwriting.
ACB SP Bosco George told goanews.com that further investigation would now establish which are the other PWD officials and contractors involved in this criminal conspiracy.
Kamaladdini believed to have issued work orders of 19 tenders related to water supply, splitting it into 847 works and issuing orders by terming it as short term tenders.
After Alemao signed the file, the CE in his own handwriting inserted noting above minister’s signature that the work orders be issued without tendering the project, said George.
The complaint filed against him has stated that Kamaladdini has caused undue loss to the exchequer by not following CPWD manual and tendering the projects through competitive bids.
“The amount of tenders however is yet to be quantified”, said George.
This was going on between 21 October 2009 to 24 November 2011, almost two years.
