Gramsabha can't oppose NH or water pipelines in RP21: CM

Goa government will accept suggestions on the crucial land use Regional Plan 2012 from the people which would be inculcated as a part of the final document, Chief Minister Manohar Parrikar said today.
The RP2021 will take a final shape by March next year and before that the entire process of getting general suggestions from the public and feedback from local bodies will be over, Parrikar told reporters here.
"We will start accepting suggestions after two days (from August 17) and it will be on till September 15," he said, adding that the state government will formulate guidelines to receive feedback from gram sabhas, panchayats and other bodies.
"There will be some issues which will be state subject where particular gramsabha or panchayat will have no say. The issues like National Highway expansion or public utility pipelines will be dealt by government and gramsabha or panchayat cannot oppose it," the chief minister said.
"Whenever there is continuation of a planning process, the village panchayats will have limited say," he explained.
After September 15, the feedback from panchayats and local bodies would be taken following which, beginning from October 1, will begin the talukawise formulation of Regional Plan 2021, he said.
The RP2021 formed by erstwhile Digambar Kamat-led government had hit the controversy with allegations of converting the orchards into settlement areas surfacing against the then government.
The Manohar Parrikar government has kept the RP2021 on hold stating that the new plan would be formed after considering people's objections.
