GBA says RP01 would boost green land conversions

Goa Bachao Abhiyan has observed that denotifying Regional Plan 2021 and renotifying 20-year old RP01 would provide ample opportunities to the builders’ lobby to covert green land of Goa.
The GBA, which had spearheaded the state-wide agitation against draconian RP11, has thus suggested to the government to make necessary corrections in RP21 and notify it rather than scrapping it.
GBA convenor Sabina Martins felt it was wrong to uphold demand of only 13 panchayats to scrap RP21 and sideline the demand of 105 panchayats to make necessary corrections.
The GBA today met to analyse the actual situation of what would happened if chief minister Manohar Parrikar goes ahead with his announcement to scrap the RP21 and renotify the old RP01.
Martins pointed out that the RP01 has not marked the eco-sensitive zones, which in RP21 prohibits any kind of development in paddy fields, forest, natural cover, mangroves and all kin of green cover.
She also said that the RP01 has a flat Floor Area Ratio of 80 per cent while RP21 has already notified FAR of only 50 and 60 in the villages zoned as VP1 and VP2.
The GBA also observed that the RP01 does not even have the survey numbers marked properly, the exercise which is being done under the RP21.
“There are several errors while marking the survey numbers which definitely need to be corrected, but bringing back RP01 is definitely not the solution”, she opined.
According to the GBA, this decision of Parrikar government would benefit the builders to go ahead with its unfulfilled plan to convert green Goa into a concrete jungle.
Martins also showed lakhs of areas of green land which was proposed to be converted in Harmal and Mandrem in Pedne taluka, Mallaulim in Sattari taluka, Gauli-Maula in Tiswadi taluka and Collem in Sanguem taluka as examples.
