Patients on the floor: Human Rights Commission summons GMC

Goa Human Rights Commission has summoned the health secretary and Dean of Goa Medical College to explain why patients are made to sleep on the floor at GMC hospital.

Both of them need to appear before the Commission on 24 September.

A petition in this regard was made by social activist Adv Satish Sonak, AAP Goa secretary Valmiky Naik and a citizen Arturo D’Souza.

The petition has cited a case of Neurology ward number 139 at Bambolim, where serious patients were made to sleep on the floor, for short of beds.

The petitioners said: “VIP should mean Very Important Patient and not Very Important Person or Very Important Politician.”

The petitioners also urged the Goa Human Rights Commission to direct the authorities to constitute an inquiry commission consisting of eminent doctors to report on possibilities of cross-infection and other health hazards in event of patients being made to sleep on the floor.

The trio also demanded that the authorities be directed to submit factual details of number of beds available, number of patients who seek admission every day and provisions proposed to be made to make available necessary additional beds.

They also made additional suggestions as follows:

1) Instead of making patients sleep on the floors in and around the Neurology Ward and/or any other ward, patients should be shifted to other wards where occupancy is available or should be housed in the private wards of GMC and/or in the GMC rooms meant for VIPs.

2) In the alternate, they should be transferred to other government-run medical institutions in the state where adequate beds and facilities are available.

3) The patient should not be kept on the floor of a hospital or trolley on the floor and should not be made to sleep outside the gate of the wards.

4) In order to ensure availability of bed in an emergency at state-level hospitals, there should be a centralized communication system, so that the patient can be sent immediately to the hospital where the bed is available in respect of the treatment which is required.
