Goa Govt may stop teenagers from riding non-geared bikes

 

Teenagers riding non-geared bikes may be stopped in Goa, if the government does what it speaks.

Goa government is planning to prohibit teenagers from riding non-geared two wheelers till the central motor vehicles act is amended to ban it completely.

The central motor vehicles act permits a person between the age group of 16 to 18 years to ride a non-geared two wheeler.

BJP’s Panaji MLA Siddharth Kuncalienker pointed out that this was permitted when non-geared two wheeler included only a 60 cc bike like a moped.

“But now you get non-geared bikes up to 250 cc and most of the accidents and deaths occur due to youngsters riding these bikes in a rash manner”, he pointed out.

Transport minister Sudin Dhawalikar said the youngsters below 18 years are given learning licences to ride non-geared bikes only with the consent of their father or guardian.

Secondly, he said, “there is no specific provision (in the MV Act) to consider engine capacity to sanction and issue motor driving licence for two-wheeler without gear.”

When Curchorem MLA suggested taking an affidavit sworn from their father or guardian, Dhawalikar pointed out that the father himself is involved in buying the two-wheeler.

The transport minister however said the central government is working on amending the act in this regard since the provision is causing a serious concern in the society.

Porvorim MLA Rohan Khanute suggested that their licence be held back without making it permanent in 30 days, until the act is amended by the central government.

Dhawalikar immediately agreed to get the matter studied by the law department and implement it, if possible.
