Digambar-Subhash in E-Governance scam?

Former chief minister Digambar Kamat and Goa Pradesh Congress Committee president Subhash Shirodkar may fall in trouble over E-Governance scandal of 2009.
The vigilance inquiry has already been instituted in Rs 6.5 crore contract that was awarded without issuing tenders or following any codal procedure.
“The preliminary inquiry would be completed and then the FIR would be lodged against those involved in this scandal”, says chief minister Manohar Parrikar.
He has confirmed that the scandal took place when Kamat, the then chief minister, was also the Information Technology minister while Shirodkar was the chairman of InfoTech Corporation.
The contract related to provide inter-departmental LAN connectivity and intranet connectivity to all the government offices, from the nearest Goa Broad Band Network (GBBN) switches.
It involved two works: Supplying and commissioning of hardware, computer networking and electrical wiring for inter-connectivity and also installing 1 KV UPS for the work.
The information supplied by Parrikar in this regard states that the Information Technology, in its meeting held on 17 April 2009, decided to get the work done through InfoTech Corporation.
The meeting also decided to get the work done through its empanelled vendors due to election code of conduct and accordingly finance and administrative approvals were taken.
However, in reality, the work was never transferred to InfoTech Corporation but was done through the Department of Information Technology.
The hardware installation and computer supply was done by Nupur Technologies at the cost of Rs 6.30 crore and not the empanelled vendors as approved by the government.
The UPS were supplied by PCS Technologies Ltd by spending Rs 21.87 lakh.
According to Parrikar, the vigilance department has already started recording statements of the staff.
