Parrikar toes Digambar line on "illegal" dump exports

Chief minister Manohar Parrikar has taken ahead the policy of his predecessor Digambar Kamat as far as the export of mining dumps is concerned. The CEC terms this export illegal.
The Parrikar government has told the supreme court that separate environment clearance is NOT required to sell the mining dumps.
But the centrally empowered committee has termed this sale - illegal.
Almost 83 per cent illegal sale of iron ore is the sale of mining dumps - without environment clearance.
It was during Digambar Kamat regime in March last year, the then advocate general had given a legal opinion that environment clearance is not required to remove and sell the iron ore dumps.
But the union ministry of mines wrote to Goa government in July this year that environment clearance to remove the dumps is a MUST.
The ministry pointed out that removing the dumps involved impact on environment. The ministry also directed Goa government not to lift the dumps without centre’s approval.
In spite of this, the new government led by Manohar Parrikar has taken ahead the stand taken by the Digambar Kamat.
In its recent affidavit filed before the Supreme Court, the Parrikar government has said that obtaining independent environment clearance is a “waste”.
Parrikar himself wrote a letter to the union environment minister that dump removal should be allowed without environment clearance.
Goa has also told the court that CEC has allowed dump handling in Karnataka.
As per the CEC report, the main illegal sale of iron ore is the sale of dumps. It is 83 per cent of the total illegal mining that has taken place since 2009.
Production from these dumps is 220 lakh metric tonnes.
It was 85 lakh metric tonnes from 32 mines in the year 2009-10 and 135 lakh metric tonnes from 57 mines in the year 2010-11.
Both the governments of Digambar Kamat and Manohar Parrikar are justifying the removal and sale of this mining, which the CEC says is – illegal.
Sangam/Peter....do not forget that Parrikar is also worried at losing funding, of the BJP, by the Miners.
The reason Mining is illegal in Goa is because Various Party`s are funded and controlled by the illegal money made by the Miners.
The real Politicians of Goa, are the Miners.The Politicians are just their puppets.
Party Funding is just like Bribery.It is to serve pecuniary advantage...or illegal benefits.
Rs 1 Crore,made illegaly, is petty change for a Miner.
exactly what is wrong with parrikar? He seems to be in a confused state of mind! Sometimes digamber is a chor, sometimes he is not. Sometimes rane is a thief sometimes not, sometimes so and so mine owner has looted goa sometimes not. I mean what is going on?
Parrikar is all going like Kamat and Rane. Parrikar looks to be frustated and worried about the revenue loss due to ban on minings. The dumps itslef are illegal.Dumps are the extracts of mines which was done illegally..how can it be allowed to go out wihout any clearance. Parrikar looks to fool CEC and Court and is all set to make way for the greedy miners. People of Goa did not vote for Parrikar to do this.
Parrikar, some how wants the revenue from mining. Hence his claim on the dumps. Since all mining in Goa for the last decade or so and in particular for the last five years of Congress was illegal, the dumps too are illegal and should not be allowed to be exported by the mine owners. Instead, all the dumps should be seized by the Government and auctioned to the highest bidder and then allowed to be exported. That way Government will have some revenue. No mine owner is to be allowed to deal with the dumps.
