Govt to implement HSRP, but at half the price

Notwithstanding resistance from transporters, Goa Government has decided to go ahead with installation of high security registration plates (HSRP) on vehicles, conforming with the Supreme Court ruling in this regard.
"We have to implement HSRP in the state before June 30 or else all my officers will be facing contempt of Supreme Court (SC)," Chief Minister Manohar Parrikar said yesterday.
All Goa Private Bus Owners Association (AGPBOA) has threatened to launch protest if the state government goes ahead with its planned HSRP.
AGPBOA President Sudip Tamhankar yesterday demanded that the government must take transporters in confidence before going ahead with the plans to enforce HSRP.
Parrikar said the rates for installing number plates will be tad low in comparison with those proposed by the previous government.
"The rates are almost one third that of the contract signed by earlier government with another company. They are on par with what is being charged currently for installing normal number plates," the chief minister said.
Goa government had scrapped the HSRP tender awarded to Delhi-based Shinmit Utsch company, after it was found that the rates were inflated and ordered rebidding.
Two bidders remained in race to obtain the final contract.
"The average rate (for installing high security plates) on two-wheelers will be approximately Rs 240, Rs 270 for rickshaws Rs 465 for other passenger vehicles including four wheelers," Parrikar said.
Arrangement for fixing of these plates need to be done in respective areas and remote villages....Forcing people to take their Vehicles to Panaji/Margao from places like Canacona will involve lot of waste of time and money on fuel....Let the arrangements be made to fix them in different parts of the State including remote villages...
