Goa to abolish appeal on single judge to division bench

The Goa government today introduced a bill which seeks to abolish provision of filing appeal against the ruling of a single judge of the Bombay High Court before its division (two-judge) Bench, in order to reduce excessive litigation and number of pending cases.
"The Goa High Court (Hearing of Writ Petitions by Division Bench and Abolition of Letters Patent Appeals) Bill 2013' was introduced in the state Legislative Assembly by Chief Minister Manohar Parrikar.
The Bombay High Court has a separate Bench at Goa.
The bill states that such a measure is necessary to reduce number of pending cases, discourage further litigation in the same court and give finality to the decision of the court.
The bill is in line with the Maharashtra High Court (Hearing of Writ Petitions by Division Bench and Abolition of Letters Patent Appeals) Act, 1986.
The bill, however, would not affect the appeals that have already been filed.
