Human Rights Commission Sect loaded with additional charge

Goa Human Rights Commission, which was to begin its proper functioning with a new office, has been weakened as its secretary has now been given an additional charge.
M B Kumthekar, secretary of the GHRC, has been given additional charge of the State Police Complaints Authority.
The order was issued late evening today.
Incidentally, the SPCA office would also function adjacent to the office of Justice R M S Khandeparkar Committee, probing into the illegal mining scam.
Justice Khandeparkar, the committee probing into the mining scam based on Justice Shah Commission report, has also been appointed as the SPCA chairperson.
Justice Eurico Silva had recently quit the SPCA, after which Justice Khandeparkar was replaced in his position.
It is however not clear whether the human rights secretary would also function now in the office of SPCA as well as the Khandeparkar committee.
Meanwhile, it is also not clear where the Goa Lokayukta would function from on temporary basis in the old education department building.
Second floor of this building has been fully furnished for the Goa Human Rights Commission while there are no arrangements, even on temporary basis, made for the Goa Lokayukta in this building.
Chief minister Manohar Parrikar however has announced that Lokayukta, after taking oath on 16 March, would start functioning from the old education department building within four to five days.
The human rights commission had started functioning this month, almost two years after it was constituted in March 2011.
While the new office is still awaiting the police officials, at least to the rank of SP, the additional charge of the secretary may face a setback once again.
