Parrikar blasts judiciary, blames for chaos

Taking total benefit of legislative privilege, chief minister Manohar Parrikar today in the Assembly blasted the judiciary, especially the National Green Tribunal consisting of Supreme Court judges.
While discussing the outcome of NGT order banning sand extraction across the country, the chief minister also asked why the court is exceeding its jurisdiction and interfering in the mining matters.
The NGT has banned sand extraction across the country, resulting into shortage of sand required for construction purpose.
“The courts should not pass the orders which cannot be executed. There should be minimum application of mind we expect from the judiciary”, commented Parrikar.
The NGT, which passed the ban order, consisted of Justices Swatanter Kumar, U D Salvi, S N Hussain as well as experts Dr D K Argawal and Ranjan Chatterjee.
According to the CM, such impractical orders passed without understanding the ground reality only lead to chaotic situation while boosting blackmarketeering of sand and unprecedented price rise.
He also advised the judiciary to rethink about such judicial activism seriously since it creates further problems rather than solving them.
He then also cited cases the NGT is hearing regarding Goa’s mining, based on series of petitions filed by one NGO called Shangharsh Vahini.
“The central government has brought it to the notice of the NGT that it is exceeding its jurisdiction while hearing these cases”, he informed the House.
He also questioned how the NGT expects the state government to reply to all the notices it has issued when the Supreme Court is already hearing the same case at length.
Parrikar also charged the apex court for stalling the economic activity across the country when the impermissible sand extraction was cited on the bank of Yamuna, Ganga, Chambal, Gaumati and Revati; neither Mandovi nor Zuari in Goa.

"Blast" is the wrong word to use here. He showed how sand mining on the banks of North Indian rivers got a knee jerk reaction from the NGT which banned sand extraction in the entire country. But he used unparliamentary language. He said 'shit' but used it literally. Tell him the polite word is "defecate" :D
Sand is not banned but is available for a price every where. The sand that is being removed from the flow of dudsagar waterfall is available to the villagers of Collem for a price of Rs 1800/- per meter. The complaint of the villagers is the sand extractors are not paying any fee to the government so it has to be available for a lower price.
The Police are hand in glove with the sand extractors to sell the sand at a higher price.
