Unrealistic estimates show Dept savings: CAG

Various departments of the Goa government submitted unrealistic budget estimates for the last fiscal that resulted in huge savings, the Comptroller Auditor General of India (CAG) said in its report.
According to the report, various departments submitted unrealistic budget estimates during 2010-11 and the money from which was left unspent.
The report pointed out that while the state had passed appropriation of Rs 7,376.24 crore, the actual expenditure was Rs 6,328.38 crore, resulting in 'saving' of Rs 1,047.86 crore.
"In most cases, budget estimates were either over-estimated or under-estimated," the CAG has stated.
"At the end of the year 2010-11, there were five grants or appropriations, in which no expenditure was incurred and the entire amount was surrendered in the last month of the financial year by the concerned department," the report said.
In 30 major heads, over 50 per cent of the expenditure was incurred during the last quarter of the financial year, violating financial propriety.
The CAG has recommended that the budgetary control should be strengthened in all departments, especially in those departments where savings or excesses have been observed.
"All the departments should submit realistic budget estimates, keeping in view the trends of expenditure and the actual requirement of funds to avoid large savings," CAG has observed.
The auditors have also said that surrender of funds should be done much before the closing of the financial year so as to enable the government to utilise the funds in other schemes.
