CM for experimental knowledge-driven education

 

Chief minister Manohar Parrikar has said he would invite all kind of experiments in the education system that would make our youth knowledgeable and employable.

“Literacy does not mean education or knowledge, but the education which our forefathers used to develop the society without even being literate”, he said while speaking on the demands of education department tonight.

He said the education should develop a student in such a way that he would think rationally, independently, creatively and in a practical manner.

He should also not be dependent on government jobs. No wise man prefers a government job, he added.

Parrikar assured the House to bring out the education department of the ‘headmaster mentality’ by proposing several measures where the department would also provide funds and monitor education; not run it.

One third of the government manpower is today concentrated in education department while 40 per cent of salaries are spent on teaching, non-teaching and education department staff.

He said the total teaching staff of aided and unaided educational institutes is 11,860.

The chief minister also announced that he plans to revise the financial package to the schools for new buildings that are willing to move out of the cities in a school complex.

“We will provide Rs three core to schools, Rs four crore to higher secondary schools and Rs six crore to colleges to construct new buildings in these complexes”, he said.

He plans to construct a centrally located ground for the whole complex, to be managed by the Sports Authority of Goa, while charging only Rs five to each student per month to manage it.

The Educational Estate however is a different concept, he said, which would invite world class universities through competitive bids to set up its schools here, in an area of around 10 to 30 acres.

Education Sector is given a prime importance and is a need of time . Govt has provided Cyberage scheme for students to avail computer for computer education . But seeking graduation in computer field is expensive as computer education ( BCA ) is Self Finance and fees is 4 times more compared to aided programme ( B.Sc) . It has become a Big Educational business in the state of Goa for last 15 years and neither students nor teachers are benefited properly . Govt should regularize these self financed programmes and make education affordable to students in a larger capacity. I believe that course such as BCA is need of the time and is job oriented course compared to many age old traditional courses like BA , BCom , BSc etc . Presently 9 colleges are involved in this Educational Business .
