Goa Govt bans recruitments, appointments from today

 

Goa government has banned all the recruitments and appointments in the government, semi-government and grant-in-aid institutions from today, in order to implement the Seventh Pay Commission recommendations.

While it is not specified when the ban would be lifted, it appears that the new recruitment would be possible only after electing a new Assembly.

The office memorandum issued by the Personnel department in this regard stated that the ban is imposed in view of maintaining sufficient funds to pay revised salaries and pensions.

Chief Minister Laxmikant Parsekar had said the Seventh Pay would be implemented before election is announced.

As per the rule, no recruitment is allowed once election is announced by the Election Commission of India.

It would mean no recruitment or appointment would now be possible before the next government comes to power, after electing the new Assembly.

The only exception is the ongoing recruitment process initiated by the Goa Public Service Commission and the contractual appointments of six months.

The ban is imposed not only on the ongoing process of recruitment but even the oral or written tests and interviews as well as issuing appointment letters or offer letters.

The nature of employment includes regular, temporary, NMR, daily wage as well as contract labour.

The ban has been made applicable to the government departments, semi-government establishments as well as grant-in-aid institutes, including educational institutes and Goa University.

In case of emergencies, the government would give relaxation to the circular, provided there is approval from the departments of personnel as well as finance.
