Unlock 4: Gatherings of 100 persons, but from 21 September
GOANEWS DESK, PANAJI | 29 August 2020 21:51 ISTUnlock 4 guideline issued tonight by Ministry of Home Affairs made it clear that restrictions on most of the public gatherings would continue till 20 September, after which prohibitions would be lifted phase-wise.
Most important among these are all kinds of public gatherings up to 100 persons and permitting 50 per cent teachers in educational institutions, but from 21 September.
Also, local governments are not allowed to impose fresh lockdowns, outside existing containment zones, without consulting the central government.
What would be allowed with a ceiling of 100 persons from 21 September are:
Social, academic, sports, entertainment, cultural, religious, political functions and other congregations.
Marriage-related gatherings as well as funeral/last rites.
Cinema hall, swimming pools, entertainment parks, theatres and similar places would continue to remain closed.
EDUCATIONAL
Schools, colleges, educational and coaching institutes would continue remain closed up to 30 September. What would be permitted from 21 September are:
50% teaching and non-teaching staff for online teaching outside containment zones,
Students of classes from IX to XII, but on voluntary basis, and
Skill or entrepreneurship training at it is etc.
Also, higher education institutes would permit research scholars (PhD) and post-graduate students of technical and professional programmes requiring laboratory works, but only after consulting the MHA.
The fresh guidelines have also once again made special mention of no restrictions on inter-state and intra-state movement of persons and goods without separate permission, approval or e-permits.
