The Dakshinayan national convention has demanded a special court be set up to conduct trial on those arrested for assassination of Dr Narendra Dabholkar, Com Govind Pansare and Prof M M Kalburgi while also pressing for speedy arrest of the culprits.

The three-day Parishad held in Margao, Goa also demanded that a dedicated helpline be set up to deal with the situations arising out of discrimination based on caste, religion and sex.

Following are the resolutions:

FIRST:

Sanatan Sanstha, which has its headquarters in Goa, is spreading communal hatred and its followers are allegedly connected with the assassination of Dr. Narendra Dabholkar, Com. Govind Pansare & Prof. M.M. Kalburgi. We resolve to demand that the culprits involved in murders of Dr. Narendra Dabholkar, Com. Govind Pansare & Prof. M.M. Kalburgi be speedily arrested and put on trial, and that a special court be designated for the purpose of trial of the assassins.

SECOND:

We resolve to re-affirm that the expression of Art, Culture, Literature, Cinema and Media should not be suppressed by legal or extra-legal restrictions. We  consider the recent government order to  take off air NDTV India (now kept on hold), threats to film producers for their choice of actors, brokering huge payments to organizations under threat are against the spirit of democracy and not consistent with the fundamental right of speech and expression.

THIRD:

We  commend  and applaud the social and cultural traditions of Goa that have nurtured cultural and ecological diversity, and we appeal to all forums and institutions to curb and prevent the rise of tendencies that may cause disruption in the composite social fabric and cultural harmony that Goa has nurtured all along. We believe that the people of Goa can show a path to rest of the country which witnesses frequent tensions between different religions. We resolve to reaffirm our commitment to the secular character of this country & and to appeal to the citizen of republic India to uphold and protect the spirit and the letter of our Constitution.

FOURTH:

We resolve to condemn the atrocities perpetrated on Dalits at Una and many other places in recent times, and express our concern and anxiety about instances of discrimination based on Caste, Religion and Sex in Goa and in all other states in India, in Temples, Cemeteries, Schools and Public Places despite Equality of Status and Equality of Opportunity enshrined in the Constitution. We demand that the state should not tolerate any such discrimination and those involved in discrimination based on Caste, Religion and Sex be brought to book. We demand that dedicated helplines be set up for immediate help in such instances.

FIFTH:

Abhivyakti: Dakshinayan Rashtriya Parishad believes that the Kashmir Imbroglio cannot be solved by treating it as the problem created entirely by Pakistan but by reaching out to the Kashmiri people and wining their hearts. Abhivyakti: Dakshinayan Rashtriya Parishad appeals to the political leadership to take immediate steps in creating a congenial atmosphere for an amicable solution of the issue by showing greater political maturity.

SIXTH:

Abhivyakti: Dakshinayan Rashtriya Parishad believes that all laws including personal laws should be framed in the light of principles enshrined in the Constitution of India which is the Holy Book mandatory for every citizen irrespective of their religion. In case of any religious law of any religious community is contrary to the principles enshrined in the Constitution, then Constitution should prevail & not otherwise. This should be seen more in the light of civil rights of women including Muslim women, more so with respect to their matrimonial and civil rights & rights of Dalits & Tribals. NGOs including women’s Organisations should strive to create conducive atmosphere in the society so that consensus is created in all the communities & the feeling is created that these laws are just and they are not imposed from top.

SEVENTH:

We welcome the initiative of Dakshinayan Abhiyan-Goa by forming cell on Eye, Organ and Body Donation appeals to all the state governments to enact necessary act and frame rules and regulations and to ensure proper logistic and infrastructural support to facilitate volunteers to donate their eyes, organs and body after their death.

EIGHTH:

We resolve to work towards promoting liberal thought and equal development of all the communities, and towards this end to publish progressive literature in all major Indian languages.

NINTH:

We appeal to all to help and donate funds and resources for furthering the Dakshinayan movement and for promoting rational and progressive thought so that we contribute to creation of an equal and just society.
