RP21 process after mining issue settled, housing powers to panchayats: CM

 

Chief Minister Manohar Parrikar today gave a fresh assurance to start working on Regional Plan 2021 by September, after mining issue is fully settled.

He also disclosed his plan to give all powers of housing to the village panchayats while restricting powers to the government only for infrastructural projects or industrial and tourism projects.

Replying to the question raised by Fatorda MLA Vijay Sardesai in the House, Parrikar also said the village panchayats would be given powers to demolish any illegal construction while making it a criminal offence with one-year jail term.

“The Panchayati Raj Act amendments would come before the House in the ongoing session and members could pass it after proper debate”, said the CM.

However, he said, the amendments to Town and Country Planning Act would take three months.

Parrikar disagreed with Sardesai that RP21 has been put on hold completely while claiming that he has restricted use of land to RP 2001, rather than expanding its scope.

Reacting to the government plans to give all powers of housing to the village panchayats, opposition leader Pratapsing Rane cautioned that Goa would be finished with it as the local panchas allow any land conversion by bargaining for one plot to each panch.

“Powers to village panchayats would be subject to conditions and members could suggest further amendments to the amendment bill in the House”, suggested the chief minister.

Parrikar also assured Calangute BJP MLA Michael Lobo that no paddy field or low lying area would be allowed to be converted.

“We will remove the filling if you point out such paddy fields being filled with mud”, he assured.

Parrikar however dismissed that his government was involved in the illegal constructions allegedly by Hyatt Resort, Hara project at St Cruz in wet land and Gera project in the mangroves.

“All these projects were approved during the Congress regime”, he said while not replying to what action he intends to take against the alleged illegalities of these projects.

Mr Chief Minister...please can you let us know which Calendar you use for your dates.

You see, every time you give us Goans a date , thinking we are all "phoolish" (Fools), you never keep to your "DEADLINES". This is plain dishonesty.

Going by your current records, i.e the Goa Airport Fisaco, and , Mining Fiasco and appointments of Lokayukta & State Officers, you seem to change your deadlines as per your whims.

I hope your Astrologer is not mis-informing & mis-Guiding you on " auspicious dates" to fulfil your promises.

You quote your promises by stating ...By September, By Ganesh Chaturti,By Xmas, by Goa Liberation day, By republic Day, by Easter etc etc., but never ever fulfil it.

You promised us a Lokayukta will be appointed within 100 days. It is now over 400 days since your promise and we are still waiting & counting .

How many days or months or even years should we add to your promises of the RP2021 deadlines?

Goans Has To Pay Bribes To Panchayat To Get NOC, Occupancy Certificate, House Construction License, Etc. If Not Give Bribe, Then No Certificate, Only Harassment. Media Must Do Survey And Ask Goans “Do They Want Panchayat Or Scrap It?”. Let All Power Goes To TCP & Municipality Under Strict Vigilant of Home Ministry.
