Will SC stay tomorrow’s Parrikar swearing-in?

 

The possibility cannot be denied, if Supreme Court decides to hear the petition at length. If not, Parrikar would be sworn in as the chief minister by tomorrow evening.

It is a fact that the apex court has realized the urgency and importance of the matter and the Chief Justice of India has constituted a special bench, tomorrow being a holiday for the court.

While the hearing is in the morning, the swearing-in ceremony is being scheduled in the evening.

Adv Cleofato Almeida Coutinho does not foresee the possibility of the swearing-in getting stayed.

“Normally it is not done. At the most, the court may tell Parrikar to prove the majority on the floor of the House immediately”, he feels.

The reason, according to him, is that neither the Governor has done anything unconstitutional nor the BJP has done anything illegal.

“At the most we can call it immoral, but it’s not illegal that the court would object to”, he opines.

Parrikar has also resigned as the defence minister and the charge has also been handed over to union finance minister Arun Jaitley.

BJP national president Amit Shah and union ministers Rajnath Singh and Nitin Gadkari will attend the swearing in ceremony, scheduled at 5.30 in the evening at Raj Bhavan.

While he would be sworn in tomorrow along with eight more ministers, Mapusa MLA Francis D’Souza said the Assembly session would probably be held on 20th March.

 

The business of the session, he said, would include giving oath to the MLAs-elect, the vote of confidence, electing the speaker and the deputy speaker as well as passing of the budget.

Parrikar is expected to induct eight ministers in his cabinet, leaving three berths vacant, for the reasons best known to him.

The formula, said D’Souza, would be two berths to each party and two independents.

Sources in the BJP camp revealed the following names of the ministers:

BJP: Francis D’Souza and either Nilesh Cabral or Pramod Sawant.

MGP: Sudin Dhawalikar and Babu Azgaonkar.

GF: Vijai Sardesai and Jayesh Salgaonkar.

Ind: Rohan Khaunte and Govind Gaude.
