Hawaldar Goa’s first officer to take over as Finance Secretary

 

D A Hawaldar becomes the first Goa Civil Service officer to take over as the Finance Secretary, one of the top level posts in the state bureaucracy.

He took the charge today after serving Arunachal Pradesh as the finance secretary for three years and bagging a Gold Medal for his exemplary performance in the North Eastern state.

The 55-year old officer, known for his humble but firm behaviour, had joined the Goa’s civil service cadre in 1988, after serving two years in the civil service cadre of Maharashtra, his home state.

Having passed out with Masters in Industrial Psychology, Kolhapur-based Hawaldar was actually selected for IPS in 1985 but resigned and joined the Maharashtra civil service in 1986.

He has served Goan bureaucracy for over 22 years as the director of Employment, Civil Supplies, Transport and for a long time in the Municipal Administration.

He was also the special secretary to Chief Minister Pratapsing Rane in 1995 for little over three years.

After getting promoted to IAS cadre in September 2011, Hawaldar was posted as South Goa Collector during last Assembly election in 2012.

He was then transferred to Arunachal Pradesh in June 2012.                     

In spite of being in civil service, Hawaldar takes keen interest in literature and cultural field and is a regular delegate at IFII since it has been shifted to Goa in 2004.

He would be perhaps the first finance secretary who reads and speaks Konkani fluently. 

He takes over as the finance secretary while Chief Minister Laxmikant Parsekar has started preparations to present his budget next month.
