Guv convenes ‘technical’ Assembly session on 28 Feb, Cong demands dissolution

 

Governor Mridula Singh has finally convened a ‘technical’ Assembly session on 28th February while new Assembly is being voted for and its result would be declared on 11th March.

Perhaps this is the first time in the history of Goa that the Governor will deliver the address, highlighting policies of the Government, which has already outlived its term.

Adv Ramakant Khalap, a veteran Parliamentarian and a Congress leader, has thus termed the decision a ‘Carnival Float’, while demanding Assembly dissolution.

But the Governor decided to convene the session to fulfil the legal requirement of holding a session every six months.

The issue was debated soon after Assembly election held on 4th February since the result would be declared on 11th March.

As the last session was held on 26th August, the next session was due by 26th February.

Accordingly, the opposition Congress had demanded either to convene a session by 26th February or dissolve the Assembly, calling it a constitutional crisis.

Based on Advocate General’s advice, Chief Minister Laxmikant Parsekar had dismissed this demand stating that the situation is created by the constitutional authority like the Election Commission of India.

 

Though Goa election was held on 4th February, which is much ahead of the ‘expiry date’, the result is kept pending till 11th March due to elections of other states like 7-phased UP as well as Uttarakhand and Manipur.

Contrary to his public stand, the CM moved the file to the Governor, who has now convened the session on 28th February.

However, according to former union law minister Khalap, the existing Assembly has outlived its purpose.

According to him, the MGP has withdrawn support to the BJP-led government while many MLAs have also resigned.

Calling it a hopeless minority government, Khalap feels that the minority government cannot advice the Governor and the advice of such government cannot be binding on the Governor.

“Article 174 empowers Governor to dissolve the Assembly which appears to be the only sane and sound course of action”, he opines.

BJP has messed up election of Goa. First they took credit for Army's Surgical Strike and now they are making them vote on paper instead on EVM.

Above news says, last session was held on 26th aug 2016, but its not correct, later on 31st aug 2016 one day session was called. So that was last session. So six months period is last day of this month i.e. 28th Feb 2017.

Pl make necessary correction in news, because we and other people will be using this news for reference in future. Mistake should not be carried.
