Third State Finance Commission constituted under V K Jha
GOANEWS DESK, PANAJI | 14 April 2016 18:26 ISTGoa government has constituted the third State Finance Commission under the chairmanship of V K Jha, retired IAS officer.
The Commission would decide allocation of revenue collection like taxes and fees between the state government and local self-government like municipalities and panchayats.
The Commission is also submit a report within one month regarding the grants-in-aid to the local bodies.
The other members of the Commission are V S Sawant, retired Director of Panchayats and former Sarpanch Premanand Mahambare.
Joint Secretary of the Director of Municipal Administration is the member secretary.
In addition, Director (Municipal Administration) and Director (Panchayats) shall be the co-opted members.
As per the official gazette, the State Finance Commission shall make recommendation to the Governor regarding the following:
(i) The distribution between the State and the local bodies of the net proceeds of the taxes, tolls and fees leviable by the State, which may be divided between them under this part and the allocation between these bodies all levels of their respective shares of such proceeds;
(ii) The determination of the taxes, duties, tolls and fees which may be designed to, or appropriated by the local bodies;
(iii) The grants-in-aid to the local bodies from the Consolidated Fund of the State;
(iv) The measures needed to improve the financial position of the local bodies; and
(v) Any other matter referred to the Finance Commission by the Governor in the interest of sound finance of local bodies.
