Khalap college row takes a twist; GU wants Govt NOC to continue affiliation

 

The controversy over Congress leader Ramakant Khalap’s college in BJP Chief Minister’s Mandrem constituency got a new twist today with Goa University deciding not to renew its affiliation unless NOC from Goa government is produced.

Goa government has already withdrawn NOC to Khalap’s BCom college in 2013.

Highly placed sources at Goa University confirmed with goanews.com that the academic council today decided not to continue its temporary affiliation for the next year unless Khalap’s college produces the government NOC.

The issue of the college has gone beyond educational boundaries with all the non-BJP political groups coming together to fight the college issue while Assembly election is hardly one year away.

Fuel is added to fire with Chief Minister Laxmikant Parsekar opening a new college in Mandrem, the year Khalap’s NOC was withdrawn by the government.

A responsible university official however said Khalap’s college has to produce the NOC by September, when election fever is expected to rise much further.

Sources at the Secretariat disclosed to goanews.com that Khalap, chairman of the college, was granted grant-in-aid NOC in July 2012, subject to final approval from the finance department.

 

This NOC was withdrawn the next year on the grounds of Pedne taluka not having sufficient number of students in the three higher secondary schools feeding a second college in the northernmost taluka.

Khalap however has flayed this argument stating that students from Mandrem go to Mapusa and not Pedne.

He also asks on what grounds Parsekar was granted NOC for his college, in the same area, the next year.

University sources however state that the temporary affiliation to Khalap’s college was renewed for the three consecutive years, presuming that infrastructure would be built to ultimately grant the permanent affiliation.

Khalap, on the other hand, was fighting his case asking how the government could refuse him grants when Goa University has granted him affiliation.

The state authorities thus threw the ball in the university’s court by asking for the status of Khalap’s affiliation in the background of the government withdrawing its NOC.
