Govt agrees to pollution norms, villagers monitoring Saligao garbage plant

The garbage treatment plant at Saligao will start operating now with the protesting locals, government authorities and the plant operator have jointly agreed to treat only 100 metric tonnes of waste, that too only the non-biodegradable, every day which the locals would monitor.

As all the concerned parties have filed a joint statement as per the court directive, the National Green Tribunal today disposed of the case in this regard.

The Saligao Civic and Consumer Forum (SCC) and Goa Foundation had approached the NGT alleging that the plant operator was violating basic pollution norms in collusion with certain government authorities.

The BJP-led government had raised a hue and cry over the environmentalists alleging that they are stalling a good project of garbage disposal by unnecessarily raising some irrelevant issues.

However, on 14 January, the NGT had directed the petitioners as well as respondents to sit together and work out a joint solution, which was submitted before the Tribunal today.

Besides the plant operators, the government authorities included Goa State Infrastructure Development Corporation, Goa State Pollution Control Board and the Advocate General.

They have jointly agreed to treat only 100 MT of fresh waste on daily basis, which is non-biodegradable while plastic waste will not be brought in the plant.

The panchayats have been told to dispose it through other methods.

 

They have also agreed upon disposing superficial layer of fresh waste separately by seeking special consent from the GSPCB, by increasing the capacity to more than 100 MT, for certain period.

They have also agreed to process the existing dumps within two and a half years while covering the existing waste during monsoons.

The plant operator has also agreed to offload the fresh waste only on the tipping floor and nowhere else in the premises.

Besides installing CCTVs, the plant operator and government authorities have also agreed that the whole operation would be continuously monitored by one or two representatives of the SCC, who will visit the plant every month.

They have also agreed not to convert 33 per cent of the green area in the premises of the plant as it comes under social forestry.

As per the joint statement, the village panchayats would be now instructed to compost the organic waste, bale the plastic waste and store inert waste separately.
