Highlights of Budget 2012-13


Following are the budget highlights made available by goanews, soon after it was read out in the Assembly by Chief Minister Manohar Parrikar. The highlights thus also mention the time at which it was uploaded.



» Infrastructure tax enhanced to Rs.150/- per square metre for residential and industrial buildings and Rs.350/- per square for commercial building.

» Fees of Rs. 250/- to Rs. 500/- for handling mineral dumps.


» Goods tax on Barges to be enhanced at 50 paise per tone to Rs. 1 per tone. Barge tax to be enhanced to Rs.100 per tone and Rs.200 per tone based on capacity.


» Appeals against Income Tax awards to High Court shall be levied with fee of 2 percent of the appeal amount.

» Transfer of shares to be taxed at 0.05 percent. Fees and fines on services of Police Department to be doubled.


» Power tariff increased. Electricity duty enhanced to 20 paise per unit and for Industries 70 paise per unit.

» Registration fees enhanced. Equitable mortgages on title deeds will have a registration fees of 0.1 percent of alone value.


» 10 percent tax for two wheelers costing Rs. 2 lakhs and above. Special permit passenger tax of Rs. 300 for tourist vehicles.

» Fees for financial Institutions under shops and establishments.


» Entry tax on diagnostic kits reduced to 5 percent. Entry on tax of 2 percent introduced on coal and coke.

» One time tax on motor vehicles enhanced to 6 percent for vehicles costing Rs. 6 lakhs and below and 7 percent for above Rs. 6 lakhs.


» Beauty Parlour and Spa to be taxed at 10 percent on receipts. Luxury tax for accommodation rationalized.


» Entertainment Tax on Casino games increased to 15% on sale of chips

» Luxury tax for commercial sale, Bazaar at 5%. Halls attached to religious institution exempted.


» Appropriate Legislation to prevent entry of Goans and youth under twenty one years in Casino.


» For on shore land based casino fees is enhanced to Rs. 2.5 crores only in Five star hotels.


» Entry fee on off shore Casino rationalized to Rs. 500/- License fees enhanced to Rs. 6.5 crores.


» Net Present Value scheme extended. Entertainment tax for cinema theaters rationalized.



» Composition scheme amended for benefit of work contractors.


» Tax on cigarettes enhance to 22%. Rate on genset reduced to 5%.


» Tax on cars and SUVs enhanced to 15% whose price is above Rs.15 lakhs.Two wheelers costing above Rs.2 lakhs.

» Textile Fabrics to be taxed at 5%. Sugar exempted.

» Entry tax on Naphtha enhanced to 15%. VAT on Aviation turbine fuel brought down to 12.5%.


» Aerated and carbonated beverages increased to 20%. Local SSI maintained at 12.5%.

» Junk foods and fast foods to be taxed at 20%.


» Price of petrol reduce by Rs.11/- per litre. VAT reduced to o.1 percent. VAT on IMFL, foreign liquor and beer increased to 22%.


» License fees for country liquor, bottling and fee recording of label revised. Fees for transfer of license of Rs. 25,000/- introduced.

» Bonded warehousing of liquor fees enhanced. Additional revenue of Rs. 50 crores expected.


» Excise duty on IMFL, Beer and other liquor enhanced. Application fees revised to Rs.6/- per BL.




» IT habitat at Dona Paula to be revived. All IT related projects to be on fast-track mode.


» Administrative autonomy to both District hospitals. Mediclaim Scheme to be upgraded by including all critical ailments.


» Calamity Relief Fund procedures to be simplified. Enhanced benefit cover under Swarnajayanti Bhima Yojana of Rs. 2 lakhs.

» Special emphasis for GMC by providing super speciality services. Health infrastructure to be upgraded at Tuem, Cacora, Chicalim and Mandur.


» New shack policy. Tourism promotion board announced. Botanical garden to get enhanced support.

» Tourism sector provided 261.30 crs. as against 95.43 crs.


» Brand Goa and new tourism policy. Conducive atmosphere to be created for public-private participation.

» Tourism cluster development authorities tobe formed at Tirakhol – Morjim, Vagator – Anjuna, Arpora –Sinquerim, Colva – Cavelossim and Palolem - Agonda.

» Tur dal, moong, vatane, rawa and jaggery under PDS. Palmolein oil to be replaced by a healthy one. New Fair Price Shops for unemployed.


» Employees in Government corporations and autonomous bodies – age of retirement at 60 effective from today.

» PDS to have centralized procurement and monitored with e-governance application.


» Communidades with weak fiscals to be provided funds for salaries. Computer teachers problems to be resolved.


» Human Resource Development Corporation to be constituted to provide services like housekeeping, security, maintenance and operation, gardening, etc.

» Public asset management system to keep track on Government lands, infrastructure and assets.


» Small time barge owners under reimbursement scheme for refund of barge tax paid.

» New land acquisition policy in next session by protecting interest of farmers.

» Enhancement in compensation for the land acquired for Mopa Airport and Sports City.


» Truck owners to be covered under the scheme for yellow and black taxis.


» Ticket subsidy to private bus owners who provide concessional bus fares.Dedicated Motorcycle and bicycle lanes. Mass Rapid transit system.


» Study traffic congestion and provide solution including traffic management expert group to be set up. Truck terminus outside major towns.

» Multi-storey parking in Panaji, Margao, Ponda and Vasco. Buses which are 15 yrs. old to be weeded out. Rs. 5 lakh subsidy for replacement.


» Waterway network to be strengthened. Public participation for providing waterway transport. Fast ferry service to connect Dona Paula to Vasco.


» Subsidy of 70% for commuters in public transport. Students to avail the facility at 15% of the cost. Additional funds for KTC. Rs.7 crs. for gratuity, Rs.25 crs. for subsidy and Rs.30 crs. for 300 new buses.

» Mapusa, Margao and Panaji bus-stands development through GSIDC.


» Interest subsidy of 5% on loans financed by EDC in industrially backward areas. Additional industrial facilities at backward talukas.


» Heads and functionaries of IDC, EDC and IT Corporation to be experts and professionals.


» Gala type sheds in industrial estates for micro entrepreneurs and mobile repairing. Such facilities will be provided outside major towns and specialities within towns to be shifted.

» CMRY limits enhanced to Rs.20 lakhs and to Rs.50 lakhs to self-help groups.Federation of self-help groups to be formed and provided finance.


» Rural and traditional livelihood fund announced for preserving traditional art forms and artisans. Gold promotion board to be set up.


» Government under no condition to tolerate instance of illegal mining.


» Review of all mining licenses and leases. E-Governance platform and use of ICT. GIS based monitoring and surveillance. Environmental compliance and monitoring stations.

» ‘Polluter must pay’ principle to be employed. Mining Policy and capping on extraction including dump handling by May end.


» Policy framework on mining. 60% of revenue generated for fast-tracking mining corridor at Sanguem, Quepem and Curchorem.


» Sports infrastructure at Gymnasium, playgrounds in all major villages. Sports provided Rs. 143.17 crs.


» Foot ball declared official State sports. Goa State Football Development Council under Dr. Rufino Monteiro.

» Football ground at Benaulim announced. Lusofonia Games and National Games provided Rs.60 crs.


» Pre-primary schools to get grants to enhance payment for contract teachers. All Government schools to be upgraded and repaired by GSIDC.

» Specially-abled children to get additional benefits under enhanced support in existing schemes.


» Educational cluster at Bambolim to be provided with Sports and Library facility. Similar facilities at Margao, Vasco, Mapusa and Ponda soon.

» Collaboration with top-notched R&D centres. Bal Rath Scheme under education to be provided Rs.20 crs.


» Technical University in the State. Mid-day Meal Scheme to revamped.


» 100% financial assistance to students in higher education whose family income is less than Rs. 3 lakhs. Goa Scholar Scheme enhanced to 15 nos. Facility to provide training in foreign languages.

» Open University for Sanskrit and Rs.5 lakh grant to Ayurvedic College.National Institute of Design to start centre in Goa.


» Laptop scheme to be continued. Backlogs to be cleared. Class V and VI students to be provided with notebooks and laptops. By year 2013-14 all students upto Std. IX to be covered. Rs.95 crs. provided.


» Teaching and learning process through interactive classrooms. E-content to be developed. Stress on ICT and introduction of smart class.


» NRI commission to be strengthened. Provision of Rs. 2 crs.

» Incentivise industry to work on guaranteed placement ideology under mandatory internship of all professional courses.


» Appropriate housing scheme for journalists. Rural correspondents and reporters to be covered. Rs.6 crs. provided.


» Matching grants to publishing house to implement wage board to journalists including photo-journalists. All schemes to be reviewed in consultation with GUJ.

» Rentals on govt accommodation at Rs.1000/- per month or 15% of basic pay for journalists. 50% concession in bus tariffs for journalists. Comprehensive contributory group insurance scheme for journalists.


» Entertainment facilities like cinemas in rural areas. Rs.25 lakhs assistance to be provided. IFFI to be made more vibrant. Additional infrastructure to be initiated.

» Three Research chairs in the name of Anthony Gonsalves, Padma Vibhushan Mario Miranda and Nana Shirgaonkar.


» Rs.100 lakhs for Konkani Academy for construction of Konkani Bhawan and Rs.100 lakhs to Marathi Bhavan


» Rajiv Gandhi Kala Mandir at Ponda to be completed on priority. Repair and upgradation of Ravindra Bhavan, Curchorem.

» Two year course for Theatre equivalent to D.Ed. and B.Ed.Problems faced by Music teachers to be addressed. Appropriate funds to be provided


» Corpus Fund of Rs.5 crs. for Tiatr Academy. Similar Corpus Fund of Rs. 5 crs. for Ravindra Bhavans.

» Kala Mandirs at Mapusa and Canacona, delayed Ravindra Bhawan project at Sanquelim to be completed by year end. Ravindra Bhavan at Baina to be completed by March 2013.


» Honorarium to Municipal councilors to be enhanced. Rs.131.48 crs. provided in the budget for Panchayats.

» Kala Sanman to old age artists enhanced to Rs.2500/- per month and State cultural awardees to Rs. 3500/- per month.


» ZPs and Panchayats to be given additional powers. ZPs to have own office buildings and additional manpower. Honorarium to Panchayat and ZP members doubled.


» Plastics to be phased out over a period of time. Hi-tech garbage treatment for mix garbage proposed. EOI shortly.


» Solid Waste Management on priority. Sensitization and NGO programmes to be supported. Use of modern technology and improved methods of waste handling emphasized.


» Budgetary provision of Rs. 316.09 crs. for municipal administration as against Rs. 79.9 crs. 400% jump.


» GIS based system for managing urban and rural infrastructure. E-governance for local bodies.

» For problems of sanitation, quality power supply, transportation, parking and drinking water to be attended in urban areas. Rs. 2000 crs. outlay in next 5 years. Sub hygienic housing areas to be taken up for development to avoid congestion.


» St Cruz – Taleigao bypass to be constructed. Cross-overs on NH at Mapusa, Porvorim, Santa Cruz and Siridao. Sewerage schemes for outer Mapusa, Porvorim, Calangute, Ponda and Colva.

» Rail under bridge wherever needed along KRC and South Western Track. Road network in coastal belts with flyovers. Wholesale fish market at Fatorda to be developed.


» Existing Panaji market to be put in order and third phase for fish and meats to be taken up. Air cooling facility to be provided. Manaswada and PDA market at Ribandar to be connected.


» Ribandar area to be developed under JNNURM for which Rs.78 crs. provided. Assurance to support technically and financially the CCP to resolve garbage.


» Special package for Panaji. 4-lane connectivity at Neoginagar till Patto. Sewage treatment plant at Patto. Total Rs.83 crs. Initial Rs.10 crs.

» GSIDC to undertake upgradation of entire promenade from Divja Circle to Miramar and Miramar to N.I.O. Bridge link from Betim to Panaji. Special grant of Rs.50 crs. to CCP.


» 24 hr. water supply within four years, proposed to augment Opa, Assonora and a new 40 MLD plant at Guirim.


» Desilting of water bodies and repairs of nallahs on mission mode.Immediate steps to construct world class convention and exhibition centres.

» Underground cabling in entire coastal belt and urban areas. Entire State to be covered in next four years.


» Also bridges at Arpora-Calangute, Virdi-Amona, Sanguem, Talponn and Galgibag.


» New bridges: Keri-Terakhol, Chorao-Ribandar, Cumbarjua-Gaundaulim, Madkai-Neura, Khandepar, Betim-Panaji.


» Six-lane Zuari Bridge within 36 months. New links between Camurlim- Tuem, Chodan-Pomburpa, Calvim-Carona.


» Minimum employment assurance scheme where youth will be provided assistance between Rs.3000/- to Rs.4500/- per month. Rs.30 cr. provided.


» Stress on infrastructure to attract investments in the State. Budget welcomes financial and banking sector to set up back office operations by providing requisite infrastructure support, power supply, high speed internet connectivity, etc.


» House Tax abolished in Panchayat areas and for BPL categories in Municipal areas. Affordable housing including group housing for various sections of the society including Govt servants.


» Rs.300 crs. earmarked for tribal welfare, including exclusive fund of Rs. 170.50 crs. under Tribal Department for various schemes. Special recruitment drive to fill backlog of ST vacancies.


» Establishment of Goa State Commission for Minorities announced. Rs. 2 crs. provided.


» Grants to NGOs who intend to open homes for Alzheimer patients. Rs. 19 crs. earmarked for NGOs working in the field of Health, childcare, elders, women in difficulties, orphans, etc.


» Per day allowance for Homeguards enhanced to Rs.300/-. Numbers to increase to 1500.


» Financial assistance after 51 yrs. of age for traditional occupations like poder, render, kolloikar, etc.

» Seamen community to get gross pension of Rs.2500/- per month. Dedicated cell for seafarers’ problems under NRI commission.


» Assistance under DSSS enhanced from Rs.1000 to Rs.2000. Children with 90% disability to get Rs.2500 per month. Other disabled persons and children with more than 90% disability to get Rs. 3500 per month.


» Financial Assistance for crematorium, cemeteries and Kabrasthans. Provision for mobile morgues.

» Dhangar communities to get all facilities and benefits on par with other ST communities in the State.


» Evacuee Property Act to be amended to help people residing in Mayem. Re-introduces Ambedkar Aawas Yojana for providing shelter to homeless.


» Additional Mamlatdar Courts for clearing land administration cases under Mundkar and Tenancy. Steps to resolve Kumeri and Mokashe cultivators.


» Allowance of Rs.1000/- to every housewife whose family income is less than Rs.3 lakhs. Rs. 150 crs. provided. For these families, price of domestic LPG frozen for a period of 5 years at prices as on 16 March.

» Ladli Laxmi Scheme for girls – package of Rs.1 lakh for marriage. Hopes to discourage killing of girl child.


» Fish mending jetties to be upgraded. Fishing jetty at Malim, Betim to be provided state-of-art infrastructure. Additional facility at Cutbona, Chapora and Cortalim.

» Diesel quota increased from 16 KL to 20KL with 100% VAT refund to trawler operators. Promise of providing Rs.50,000/- balance for those who lost lives or missing in cyclone Phyan to be honoured.


» Kerosene subsidy at Rs.50,000/- for traditional fishermen. Subsidy for out-board motors enhanced to 50% upto maximum of Rs.60,000/-.

» Subsidy on fibre glass canoes as also fishing nets enhanced to 50%. Assistance of Rs.50,000/- per year to registered fishermen societies.

» Better facilities for traditional fishermen by constructing ramps, slipways, net mending sheds and temporary storage facilities. Encourage fresh water fish farming including fishing activity in ponds, lakes and reservoirs.


» Budget desires to target agricultural growth at 6%. Make Goa self-sufficient in vegetable and milk in 4 years.


» Interest waiver on loans for marginal farmers. Extending loan facilities upto Rs. 2 lakhs for deserving cases in EDC.

» Khazan area development under a special board. Financial support to be provided for encouraging salt farming.


» Budgetary provision increased from 1.8 crs. to 15 crs. Kamdhenu Scheme to be strengthened. Each veterinary centre to be provided with Dr and medicines.

» Aims at making State self-sufficient and milk and vegetable production. Gainful employment of 10,000 in rural and tribal areas.

» Kamdhenu budget increased from Rs 80 lakh to Rs 10 crore, to increase milk production.


» Krishi Rath Scheme for extension services in Agriculture and allied sector to be rolled out.

» New scheme for milk farmers to increase production of milk by incentivizing providing subsidy on green fodder. Support price of Rs.30/- per litre.


» Kissan Credit Cards to be popularized to all farming fraternity through special tribes.

» Setting up of autonomous society to implement watershed management programmes at a cost of Rs.10 crs. annually. Fallow areas under command area to be brought under effective cultivation. Rs.5 crs. earmarked.

» Promotion of cold storage by providing 100% subsidy on standard cost fixed by Government of India. Additional cost to be provided with interest free loans.


» Cultivation of cashew plantation crops like coconut or other fruit crop provided with cultivation subsidy of 75% of its cost. Special programme for cultivation of ground nut under RKVY. Rs.40 Crs. provided.


» Procurement prices for local vegetables and fruits to be fixed in advance for the entire season and sold at designated outlets of Horticulture Corporation

» Assured price of Rs.2400/- per ton of sugarcane to provide rising input cost, advance of Rs.1000/- per month to be provided for the farmer in the month of September 2012.


» Minimum support price of Rs. 90 per kg. for raw cashew. Assured price of Rs.170 per kg. of Arecanut. Support price of Rs.8/- per coconut


» Agriculture and allied sectors’ growth rate at a low of 1.77% in 2010-11 as against 3.26% in 2009-10.

» New Agro Policy for sustainable development of agro sector. Assured price of Rs.17/kg. of paddy. Payments to be made directly to the bank.


» One-time bonus of Rs. 5000/- announced during last year’s Liberation Day to be paid for all Government and GIA employees.

» Implementation of State Schemes like DSS, Ration Card in PDS to be linked with AADHAAR under UID Project.


» Backlog of compassionate appointment cases to be cleared and minimum income limit eligibility enhanced to Rs.2 lakhs. Family members of deceased allowed to retain Govt accommodation for additional 3 years.


» Public Grievance Redressal system to be made more effective using online interface. Response and resolution time to be specified.

» 4 measures to weed out corruption in Government system. Re-organize Secretariat to introduce check and balance, amend financial powers for post-tender financial sanctions, ECS system for payments and e-tendering/e-procurement systems


» Introduction of special voluntary retirement scheme.


» Stress on improving service delivery, reward for those who perform, penalize those inefficient and corrupt.

» Strengthening e-governance initiative. At least one e-governance initiate in each department within six months.

» A cadre of 100 IT experts and professionals to be created in IT Directorate for providing providing continuous technical support.


» Compulsory training in Konkani language for All India Service Officers in order that they may appreciate ground reality and issues before administration.


» Budget reiterates commitment for appointment of Lokayukta no sooner assent of the President of India is received.


» Service delivery within 24 hrs. to citizens through procedural simplification, extension of validity period by strengthening multi-functional common services centre.


» Stress on good governance, no scope for tolerance on the issues of corruption,inefficiency and indiscipline. Theme: all round development.


» Plan Size for 2012-13 is 4154 crs. against 3129 crs. Increase of 32.75%. Fiscal Deficit estimated at 755 crs, 3.2 of estimated GSDP.


» Marginal Revenue Deficits of 82.90 crs. Plan Capital Outlay is 1921.03 crs. Total Budget Size is 9549 crs. as against 8022 crs. In 2011-12.


» Corresponding figures for 2009-10 were 14.68%, 8.77% and 11.13% indicating that the overall GSDP growth rate and sectoral growth rate due to sluggishness in the economy.

» Revenue Account Expenditure estimated at Rs. 7116.63 crs. Revenue Account Receipts estimated at Rs.7033.73 crs.


» GSDP at constant prices for the year 2010-11 at 8.3% as against 10.63% in 2009-10. Budget targets growth rate of 12%.


» Speech recognizes the unprecendented determination shown by the people in registering 82% voting.


» Budget dedicated to the eternal memory of Matanhy Saldanha. CM begins speech in Konkani, paying tribute to Matanhy.


» CM Parrikar to rise at 2.30 pm to read his budget speech. Expected to speak for one and a half hours.

This is a very good budget , hope its implemented ASAP, Besides this I would also like to add another suggestion i.e. All the Five star Hotels should Implement 9 hours working to their employees and at least set a percentage of staff hired from the state rather than hiring outsiders.
